How do we bond a pool pump when the bond wire is missing from the pool steel?

Install one. Do you have a concrete saw, sledge hammer, jack hammer ? Remove the concrete,

expose the rebar, & bond to it. Patch the concrete.

Is there a conduit from a pool light you could bond to?

In northern states where ground freezes this is not that big of a deal. Concrete is always needing repaired every few years. You generally don't need to demolish that much concrete to find rebar either. Question is if there was no bond wire at pump there probably is none any place else either, now it is decision time

a lot of pool decks were made without rebar. they either used mesh or sometimes these days they use fiberglass. can you use the mesh instead?

I was replying to someone suggesting to bond to rebar. Obviously if there is no rebar that changes things.
