MDP neutral lugs

If all factory neutral lugs are used in an mdp can you install a mechanical lug on the inside of the can if so what article allows that?

Asuming that you are refering to an MDP that is service equipment and you mean to bolt it to the enclosure, no. See 200.2(B). If it is not service equipment, still no as the grounded and grounding conductors are separate.

You can, as far as I know, add lugs to the enclosure for equipment grounding conductors.
You can not use the enclosure for grounded conductors {200.2)B)}, or grounding electrode conductors { 250.24(A)(1)}

Thats what I thought just wanted to double check, couldn't find the article.
