I'm asking about the full load on a 37.5 KVA oil filled transformer. 2400 pri. 120/240 secondary. would having 180 amps draw per leg on the secondary be aceptable?

If you are talking about single phase 120/240 and not a three phase high-leg delta, then you would be looking at ~156 amps on the secondary.

We will end up going with a 400 amp 3phase sevice to correct this problem.

They do make larger single phase transformers, but maybe three phase is still better option for you for reasons only you may know about.

Depending on what the load is and whether or not you are going with wye or delta, if you want to have full capacity of the 400 amps you are looking at 150 or 200 kVA transformer. If a high leg delta and there is significant 120 volt load - then the 120/240 pot needs to be larger as it will still carry the majority of the load.
