Can the 2 wire start from ATS to generator and the rs485 modbus wiring to a remote annunciator be in the same raceway?

It would depend on the control systems involved the two wire system itself could be an electronic circuit or many voltage variables DC and/or AC, the RS485 is certainly a limited LV electronic circuit but being an annunciator circuit that is probably statusing AC failure may or may not be critical. IMO without even looking at Art 725, I would keep them separate.

I would bet the start circuit is class 1 and the RS-485 class 2 or 3 requiring separation. Plus there is always 110.3(B).
