Question about NFPA 72 2010 & ADA

Hello all, found this forum after searching around on the net to no avail...we are working on a 3 story mixed use building, the first floor is commercial, the second and third are 2 story apartments. The prints we bid showed a sounderbase with a smoke in each bedroom, outside of the bedrooms, in the living area and a heat in closet with the water heater and washer and dryer...there are Smokes and Horn/Strobes in the building common areas as well as elevator recall... There are no rooms/suites that are ADA accessible the AHJ believes that we now need strobes in each bedroom, in addition to the sounder bases. I'm not an expert, looking for some guidance.

The deaf often do not have mobility problems. Strobes are for the deaf. ADA is not just about accessibility.
