410.23, Oil-based Paint & Canopies

Looking at the difference in wording between 410.23 and 314.20, would it be reasonable to require some form of noncombustible protection over an oil-based paint between the edge of a luminaire canopy and the edge of the outlet box?

When dry, I am not aware that oil based paint is any more combustible than latex paint.
