It's a loaded questions, but do you think that EPOs are a code requirement for data centers?

An EPO is not required at all if you wire the data center with all chapter 3 methods.

EPO's are only a code requirement if you want to take advantage of the very minor wiring and equipment leniencies permitted in Article 645. The prerequisites of 645, such as an EPO and much worse, make it something to avoid in my opinion.
