Cord connected lights

Is it required to use a plug to disconnected light fixture that is my interpretation of NEC 2012 410.63(B) (3)

I don't find your Code reference in any of the Code books I have handy.
That said, a plug connection in normally required on cord connected electrical discharge fixtures, but there are exceptions.

My mistake it was artical 410.62 (C)(2)

Yes, either a cord and plug connection or the luminaire has a luminaire assembly with a strain relief and canopy having a maximum 6" long sectio of raceway for attachment to an outletbox above a suspended ceiling.
