If you had a run from a comm room to a table top box and instead a running one direct rum from the patch panel to the device you instead run to a consolidation point/patch panel near the device and run a patch cord 15' away to the device where would you be responsible for testing that cable? On up to the consolidation point or also the patch cord? I thought maybe since the patch cord is pre-fab it might be pre-tested as well thus alleviating it from being tested in the field. Thanks.

The patch cord manfacturer should test their product at the factory. Seems to me that you are

only responsible for the integrity of your cable between termination points.

Check the scope of work...

Typically network wiring is installed as a system and the wiring is tested end-to-end (including the patch cables) This is referred to as a "Channel" test.

Testing from jack to jack (without patch cables) is known as a "Permanent Link" test, since this part of the cabling is more or less permanent.

It's possible that a permanent link can pass testing, and the patch cables can pass, but when connected together they fail testing.
