I believe you will have to get a classification of the building by the building department and then check 334.10

It doesn't sound like a type I or II building but you may find this answered in the construction records if your construction department keeps them.

334.10(3) Other structures permitted to be of Types III, IV, and V
construction except as prohibited in 334.12. Cables
shall be concealed within walls, floors, or ceilings that
provide a thermal barrier of material that has at least a
15-minute finish rating as identified in listings of fire-
rated assemblies.

This is a building code issue as the NEC defers to specific construction types. Do you know the building classification?
