When is a flagpole not just a flagpole?

I drove by my local firehouse today and the city had two workers in a JLG working on the flagpole. They had the cover off of the top third or so and it looks like it's full of electronics. I assume it's communication equipment, is that pretty common?

I've read articles where churches have sold their steeple's to wireless companies. The church gains two fold, a new steeple and a good cash stream!

Yes, very common for anything that protrudes high enough into the air. So much so I would say it is more the rule than the exception.
