Residential unattached garage. Feeding a garage sub-panel from main panel in house basement. Under-ground pvc out to garage. Do I need to pull a ground wire along with the feeders, or do I pound a ground rod for the garage panel and get my ground from that ... or both? The code "exceptions" have me confused.

Under the current NEC you must pull an EGC with the feeder and you must establish a grounding electrode system out at the garage. The GES will tie into the EGC at the garage.

You do not bond the neutral to EGC at the garage.

Both, unattached is the key word. the sub panel will be treated as such.
