You forgot the Laundry Circuit load (1500va), but it won't change your overall 600A result.

That's true...though it'd be a little odd to have a clothes dryer in each apartment, but not a clothes washer. But, stranger things have happened.

I wonder about water heating as well.

He also threw in 100 amps for the house panel, pretty good chance it is a 100 amp panel with less than 100 amps of load if you do the calculations.

Maybe the laundry is on the house panel but the owner doesn't want to pay electric bill for dryers, so they have to bring clothes back to their unit to dry them. Seems odd but could happen I guess.
