Per 404.8 Exception 2, can the SSD for a water heater, (floor mounted), be installed above the ceiling, providing a sign, indicating the SSD location?

My interpretation of the code you cited is that if your water heater is installed above the ceiling, then your disconnect is allowed to be greater than 6'7" from the floor as long as you install the switch adjacent to the water heater. Adjacent means "next to" or "in proximity".
IMO, being separated by a suspended ceiling does not meet the definition of adjacent.

Sorry Augie, I've gotten into the lazy habit of using abbrev. Safety Switch Disconnect (SSD). You may use a different acronym.

From your description of the location of the switch, I took the acronym to stand for Secretly Sequestered Disconnect.
As I see it, the exception you quoted would allow you to place the switch as jeremysterling notes, but you would not be required to place it there. 422.31 would require the disconnect means to be within sight or lockable, and 110.22 would require it to be identified, unless obvious,
