Switchgear working space

I have a 1600Amp 480/277V switchgear the plant manager decided to put an enclosure around
The space in front is 38 1/2", the space on 1 side is 31 1/2", space on other side is 10" amount no working space behind the gear due to building steel, walls are foam filled metal skinned "sips panels" and no exposed live parts.
I have been looking over 110.26 (C) (2) and not sure if this would qualify for 2 doors or 1, and am looking for feedback.

There are some exceptions (is the equipment 6' wide?), but yes two exits, panic hardware, doors swinging in the direction of egress from the room.

I failed to mention the gear is 5' 6" x 4' and there is 1 -3' door that does swing out it needs a panic bar

Where are the cable connections made up? In the back?
