Self grounding receptacles

Is there a definite consensus on which situations a self grounding receptacle could be used without an EGC? I've heard so many different stories over the years that I am lost :ashamed1:

Could you please define what you mean by a "self grounding receptacle"?
Do you mean one which connects the yoke to the grounding conductor in the receptacle and has an approved means of insuring continuity from the yoke to the metal box in which it is installed?

The circuit always needs an EGC. The use of a "self-grounding" device does not always require a direct connection of the EGC to the device. See 250.146(B)
