There is no specific code prohibiting it, but as readydave said, there are factors to consider which may or may not violate codes.

Every meter can I've installed in my 40 years has had factory ko's in the Top, Bottom and Sides. The sides will be below the wire lugs. The top will require a WP hub.

If the meter socket is a 3R enclosure you will probably find knockouts on the lower part of the sides and back. By design these are below the lugs. 3R allows the wire to get wet (since it should be rated for wet locations if outdoors) and does not allow the lugs to get wet.
