Water Lines

What section of the code says you can not install electrical equipment under water lines? Does this apply to non-pressurized drain lines?

I'm not an electrician, but I don't know of any restrictions if you are meeting the requirements of the workings space:

110.26 (3) Height of Working Space. The work space shall be
clear and extend from the grade, floor, or platform to a height
of 2.0 m (61⁄2 ft) or the height of the equipment, whichever is
greater. Within the height requirements of this section, other
equipment that is associated with the electrical installation and
is located above or below the electrical equipment shall be
permitted to extend not more than 150 mm (6 in.) beyond the
front of the electrical equipment.

The rule applies to foreign systems, be it water, drains, etc.
Look at 110.26(F)(b). 110.26 E is not the correct section.

2011 NEC said:
(F) Locked Electrical Equipment Rooms or Enclosures.
Electrical equipment rooms or enclosures housing electrical
apparatus that are controlled by a lock(s) shall be considered
accessible to qualified persons.

Sparky had it right with 110.26(E(1)(b)

110.26(E(1)(b) is critical, but it has to be taken in combination with 110.26(E(1)(a) which says that the protection required in (b) is not itself allowed to intrude on the dedicated space [unless, I suppose, that protection is considered to be entirely part of the electrical system (e.g. watertight fittings rather than drip pans.)]
