Hi,
I am working in the Chicagoland area(Rosemont) and does anyone know if the NEC requires gasketed luminaires & J-boxes also are there any additional requirements for communication cables.

The NEC does not require gasketed boxes in that application, but I believe the Chicago code and many of the suburbs do.
As far as the communication cables, if not in a metallic raceway the NEC will require "plenum" cables. It is likely that the local codes in that area will require metallic conduit for the communication cables.
