Can a 2/0 Feeder Conductor be terminated in a 1/0 Lug?

Burndy makes these but these are reducers - they also make them so that one end is a pin-

Why do you need to ask the ahj? It is compliant

The pin is compliant... the install might not be :D

Budball: Care to elaborate a but on the details of the termination ?
Often the pins are used when the conductor is increased for voltage drop in which case there should be no problem.
A less aesthetic way would be to simply splice on a smaller conductor if all conditions allow.

Is there a listed connector approved for use in terminating a larger conductor in a terminal lug?

Why would you want to do that? As the others have noted the are methods of accomplishing this as the others have noted.
But more importantly why was the 2/0 used in the first place? Was it selected because of voltage or creating?
Then was it selected because of a derating issue?
In addition the terminations are UL486 which involves temperature rise and pull tests. The question is if the adapter suggested listed for use with the terminal?

Ilsco also makes compression crimp on pigtail adaptor With 2/0 incoming wire and #1 solid pin.
