I can get IEEE 1459 Monday. I'm really curious why two new terms are defined that appear to be already well understood and well defined.
I was doing great until last week when someone had the audacity to call and offer money for time. Sigh ... Capitalism

However, I got a copy of IEEE1459 today. And a couple of hours to look at it.

Active power is not a new term. From IEEE 1459: ...
Yes, it is not new. And yes it is marginally different from average power.

As for the intrinsic term, it separately identifies the part of instantaneous power that is always present with oscillating systems.
Yes. That was clear from the context of the post where I questioned.

And I can see why I wouldn't have run into the nuiances before.

The utility dollars never have rarely been a concern. Just the dollars for mittigation to keep the rest of the equipment functional/reliable.

There really weren't any new concepts. Mostly just arranging the models to provide standardizaton for billing instrument designs.

But I have seen it now. New math models are always interesting. So thank you.
