Bonding and Grounding at a Bridge

NEC requires bonding and interconnection of all metal parts that are likely to be energized. Is bonding and grounding of a large structure like a 2400 foot bridge with a metal main span truss required by NEC? I'm working on a lighting design for an existing bridge. I'm not positive if the existing bridge is grounded, likely it is though right? I am considering recommending a bridge grounding plan, not just for the main span truss area, but for one side of the bridge to the opposite side. Any thoughts?

There's two load centers, one on each side of the bridge. There's only roadway lighting on the bridge. The bridge does not have any electrical components or moveable parts to raise and lower the roadway. You do raise a good point that I didn't consider.
