I remember reading somewhere from a post here that HACR breakers are no longer required to specified since all breakers are now HACR rated. Is this true?

All breakers are now tested to HACR, and have been for quite a few years (maybe 10+).
UL does not require an HACR label on breakers, although they do offer one.

Specifications may require breakers to carry the 'optional' UL label.
AHJ and inspectors may require the label as a means to make sure the install breaker is of the 'new style' and not something from an old or existing inventory.

Paragraph 7.7 of the 9th edition of UL 489 grants HACR listing to all UL 489 Listed circuit breakers. There is no longer a requirement for special testing. These circuit breakers are suitable for group motor applications requiring HACR designation.
