This guy was a professional thief so that is sort of like a job right? so shouldn't OSHA have created rules to prevent this kind of tragedy?

Another death caused ultimately by irresponsible use of a gun. :)
(He shot down the power line....)
I think that there needs to be better regulation of reclosers, as well as a requirement for a bonded ground plane under all HT wires so that there will be enough fault current to open OCPDs. :)
