Can 208V loads and 120V loads be in the same panel? If so how are they wired in the panel.

Assuming the panel has a neutral included with the feeder yes absoulutly.

They get wired like they do in any panel, white conductor to the neutral bar and the hots to the breakers.

Any line-to-line loads need to be fed by a multi-pole breaker that opens both/all ungrounded line conductors simultaneously. An MWBC with only line-neutral loads can use single pole breakers with handle ties instead.

Although there is no prohibition against it in the code AFAIK, I would try to avoid running both line-line loads and unrelated line-neutral loads off the same branch breaker, especially in a three phase system.
