System Bonding Jumper Size for Generator SDS

Maybe it is the definition of words that are confusing, but the bond between the grounded conductor and the frame of the generator is typically determined from 250.66.  If the equivelent ungrounded conductor is larger than 1100kCMIL copper, when is the bond chosen at 3/0AWG per the table and when is it chosen at 12-1/2% per 250.28(D)(1)?

If it a grounding electrode conductor then Table 250.66 comes into play but if it is a bonding jumper and the conductors are over 1100kcm then you use 12.5% At least that is how I read it.

The GEC goes somehow to the building electrode system and is only required to be up to #3/0. The SBJ must carry the ground fault current and is set to a minimum size of 12.5% as Dennis mentioned beyond 1100 kcmil.
