I am finishing a large remodel commercial project for a small manufacturing concern. We are installing power to several large CNC machines and various 3 phase equipment. The existing service is 208v. 3 phase 600 amp service. Additionally, the office area, a 208v 3 phase 400 amp service is supplying power to office computing, comcast, phone and data center. I am interested in providing surge protection at the MDP or service panels and would like to hear others thoughts and recommendations. TIA

You will need to put protection at each critical load along with any you install at the service panel.
Typically units that installed internal to the service panel perform better than those mounted remote (e..g lead length is an issue).

A hardwired device at the service panel, I like the Leviton 52,000 series.
Levition 32,000 series devices at each panel.
SPD plug strips at each workstation.
This concept uses the building wiring impedance to reduce the surge to the point of use.
