Can a transfer switch be located on the secondary side of a transformer ahead of overcurrent protection?

Is the transformer a Separately Derived System?
Utility transformer where the secondary would be a service, definitely not unless the TS is 'service rated'.
Feeder transformer, I would like to say no, but IMO, 240.21(C)(2) would allow it, but only under the 10 ft rule which allows termination in a 'device' rather than overcurrent devices.
