ground rod application

I drove two g-rods over 6' apart, looped them together and then running my #6 bare up into the service. My question is, the connection to the far g-rod is under concrete, I drove the other inside the base of my meter pedistal that is poued in concrete. Is this ok? My #6 bare doesnt have to be protected does it?

The connection to the ground rod can be encased in concrete.

The #6 only needs to be protected where deemed subject to physical damage.
