We bought a Kwikool Portable A/C unit for emergency situations in our server rack closet. This is a 240v single phase with a cord that has a hot, neutral, and ground. Problem is we only have 3
phase 208/120v service panels. The A/C unit does have a switch that can be flipped to 208v from 240v. Can we still hook up the A /C unit?

Get better information from the manufacturer. Then have an electrician to do your installation.

Your terminology implies you do not really understand some aspect of the application. See the forum rules.

Ok perfect, so the 208/120v panel will work then. Just have to hire an electrician to hook it up. Thanks.

The 208 in a 208Y/120 panel will be from line to line. If the cord really has a line and neutral, you cannot hook it up that way.
If the cord really has two line conductors and ground, but no neutral, then it could be either 240 from 120/240 or 208 from 208Y/120.
Since you appear not to have quite understood the answer, please have an electrician look at the equipment and the installation instructions for you, not just have him "hook it up."

Often times equipment comes with a cord that has a white , black and green and is 240V. That is pretty standard for a rubber cord.
