Safety lockout

I have come into a situation several times and am wondering if there is a simple solution. I am going to give the example that happened today. 2 weeks ago I was working in an investment property remodel where more than a few switches and outlets were left at the 'rough' stage until drywall and paint were finished. I, as always, left those breakers off so nobody would inadvertently get shocked. Came back today and a few of the breakers were turned back on. Presumably by other trades looking for outlets that work. This always bothers me. Is there something you guys do to control this. I guess I could pull the wires off the breakers...any other suggestions?

I never land wires on breakers of live panels before the circuit is ready. To do so is just asking for trouble.

The only other option is the lock but I am not going to do that for a lot of circuits.
