Yes. The informational note is not enforceable.

210.4 Multiwire Branch Circuits.
(A) General. Branch circuits recognized by this article shall
be permitted as multiwire circuits. A multiwire circuit shall be
permitted to be considered as multiple circuits. All conductors
of a multiwire branch circuit shall originate from the same
panelboard or similar distribution equipment.

Informational Note: A 3-phase, 4-wire, wye-connected power
system used to supply power to nonlinear loads may necessitate
that the power system design allow for the possibility of
high harmonic currents on the neutral conductor.

Do you pay attention to that? I know for some places, for example hazzerdious locations or pools, you may need it. But when you get a store or residential work and the architect states "EMT with grounding conductor" do you put it in, or let the EMT be the ground?

I work for a defense contractor on projects for the military, so yeah-I pay attention.:D

I do not have a clue as far as value engineering a store or resi project, previously I worked for a college.

I have not done a resi project since around 2000-2001 or standard commercial since 2010.

IMO only stamped EE drawings are enforceable, not architects or designers.

If the design calls for the EGC, then you provide and install it.
