A megger induces a high voltage into a wire to test for insulation breakdown .

Sorry but induce is probably the wrong word to use. The high voltage is directly applied through the test leads. Induce would be how a transformer applies voltage to the secondary coil.

Introduces sounds a lot closer to induces and would be correct. But in this particular context applies to would be better than <anything> into.
