Breakers in wrong order?

I found this thread because I have a situation where a 600A breaker at the utility pole is feeding an 800A breaker in an MCC downstream. It seems upside down. The client was not complaining about nuisance trips.

Both breakers protect the same loads if either one gets tripped.

The utility breaker is 1905's vintage. Some of the client's staff queried about replacing the Utility Main out in the yard.

So, A GF breaker out in the yard without any GF below that could lead to nuisance trips, interesting consideration.

A few times I have encountered similar situations where folks used whatever was available for the downstream breaker basically using the downstream breaker as a "disconnect".
Recently an industrial facility used a 400 amp breaker/raintight enclosure for a disconnect means on a 200 amp circuit as they had the 400 as "surplus".
I have also seen it done to allow for upsizing later.

If trip unit size could be changed below 600A for the 800A (frame size) breaker, nuisance trips may be avoided.
