It is a stand alone pool(above hround ) 4ft deep. And yes it is a ground bonding question

Is the max water level more than 42" deep? If it isn't than equipotential bonding is not needed if it is deeper than 42" then you need an equipotential bonding system 18-24" from the inside of the pool's edge and 4-6 inches below sub grade. This wire needs to go all around the pool and tie to the pump lug or the equipment grounding conductor of the pump.
