On the job I see an abundance of cable run exposed (Phone, Ethernet, Fiber, Class 1,2,&3 Control Circuits). I see it done, and I do it myself. But, I don't see where the code allows such circuits to be run exposed and without a raceway. There are references to staying off ceiling grid and when to use plenum, and Chapter 300 has do's and don'ts of various wiring methods. But, shouldn't maybe Chapter 400 contain statements that 'abc' and 'xyz' type cables are suitable to run exposed.

Basically the code is a permissive code so if there is no rule about running it exposed them you can. In general with cable you need to protect it from damage. If there is a plenum then you either use plenum grade wire or you use conduit.

To add to what Dennis pointed out I will point out that article 400 does not cover the types of cables you are asking about.
