ultimate trip current????

The motor is thermally protected.
1.5 hp, FLA is 9.5 amps at 230 v single phase.

Can this motor be placed on a 20 amp breaker?
Or would it "have" to be placed on a 15 amp breaker?

Are you installing the thermal protector or is it integral with the motor? My guess is integral with the motor, meaning 430.32(A)(2) doesn't apply to you. (A)(3) likely does apply to you. You have nothing to do on this one related to overload protection, it is already part of the motor. The breaker can be sized per 430 part IV and should be allowed to be 250% of motor rated current for a thermal magnetic breaker.

First start with T430.248.

1.5HP @ 230 volt column = 10 amps

Next T430.52.

10 amps * 250% = 25 amps Maximum inverse time CB.
