Is 680.23 (B) (2) saying that with a wet-nitch 110 volt pool fixture there has to be a junction box or if one is used it has to conform to 680.24?
Is it possible to run to a junction box ten feet away as long as it is protected? Can a conduit run from the forming shell all the way to the panel that has the GFCI breaker in it, as long as it is grounded and bonded properly?

I think that (B)(2) allows that.
It also allows the circuit to be in conduit conforming to the requirements as far as a junction box and be extended from there back to the panel using other approved pool wiring methods, not just those specific for wet-niche.

A "listed swimming pool junction box" as spelled out in 680.24(A)(1) or a "listed enclosure" such as spelled out in (B) is required here

680.24 (B) would seem to prohibit this since the panel board is not listed for the purpose, and made of brass or other corrosion resistant material.

I 100% agree. The conduit from the forming shell must terminate in a Box listed for the purpose. The box will have a clamp to secure the cable from the light and terminals to connect the EGC of the light and the #8 bonding wire that is required if PVC conduit is used.
