Neutral as a ground

Is there a specific code in the NEC that says you cannot use a neutral as a ground. I recently moved into a home where I think the "electrician" that the home owner used, decided to try and trick the local inspector into thinking the system was grounded by wrapping the neutral wire around the ground screw before putting it on the neutral lug. I know this is not safe but I would like to try and find the code that says not to do it.
 
I new it was in there somewhere, I just couldn't find the specific code. I'd been looking all morning. Landlord trying to use an "electrician" who did this all over the house I'm scheduled to move into tomorrow.
