One other question I forgot to put in my other question/thread:

this building is a fire restoration return to service permit. I have an existing 200 amp service being fed with 4/0 aluminum which is only good for 180 amps. This is a comericial zoned building, cannonot use resi table 316. ? (Dont Have code book) Does 240.4? Next size up rule make it complient, as long as calculated load is below 180 amps?

Correct. If your calculated load is 180 amps or less, then you can use a 200 amp breaker for your service overcurrent device.
