I have facility in Palmdale to upgrade its service.

The system voltage measures 750 volt @ 3-phase.????????????????????????

Never heard and seen

Is it possible
Is it nema standard voltage rate in The America

Anything over 600V is considered Medium Voltage, so no Low Voltage rated equipment could be in use there, i.e. circuit breakers, fuses, motor controls, building wire, etc. etc.

Are you sure you don't have your "Peak" reading button held down?

750V peak would equate to about 530V RMS, which is still high, but much more believable.
