Electrical Panel Located on Mechanical Platform with no permanent access

Do electrical panels other than the main service need to be readily accessible? My dilemma is that there is a large mechanical platform that can easily hold electrical panels that can feed this equipment that does not have a permanently fixed ladder to get to the units. The maintenance workers will need a ladder or lift to get to the platform than step out onto it to work on the equipment. I will have the dedicated space required with no problem.

The installation you suggest is allowable. Panels do not need to be readily accessible. They just need to have the working clearance, and you say that that is available. And to be precise, not even a main service panel is required to be readily accessible. The thing that does need to be readily accessible, per 230.70(A)(1), is the service disconnecting means. Quite often that is located within the main service panel, but that is not a requirement.
