NM (romex) exposed in common spaces (for example finished (drywall) mechanical rooms). Comply with NEC? The way I read it - no.

How about NM cable that is installed so it penetrates a small hole in the drywall from the wall space on it's way to what ever it is connected to exposed?

Depends on the type structure per 334.10

Correct me if I am wrong:
Exposed is OK in multifamily Type V construction.
It is in other types of buildings (i.e. non-residential) where it would need to be concealed.

The cable can come out of the drywall (it just looks half-ass).
