is there a difference between panels? are not all panels rated up to 600volts or do i have to order a panel rated for 277/480

If you need a 277/480v panel simply order it as such. You would need to provide the ampacity of the panel bus, MLO or MB etc, number and rating of branch devices, usually bolt on devices, depending upon the ratings of the breakers there are often different types of panels to select from.
As such where do your thoughts about 600v come from? Keep in mind that if you only need 277/480v devices then that's what you should specify. If you elect 480 or 600v when 277/480v are available the 480 and 600v rated devices will be more expensive. Some devices aren't available in 277/480 v so 480v would be provided. The same with 480v may not be available so 600v rated device would be provided.

As mentioned in Post #2, keep 240.85 in mind.
Although ungrounded and corner grounded 480v systems are rare, such systems can effect the panleboard and overcurrent devices required.
