Feeder to a MB Load Center

I had an interesting situation the other day with a SqD load center (not a "real" panelboard). It is a 200 amp Main Breaker with feed through lugs. The EC did not need the MB, as it was supplied by a 200 amp feeder, so he connected the feeder to the feed through lugs on the bottom as it was convenient to do so. There is nothing connected to the MB.
I'm crying foul here as this could easily confuse even an experienced electrician that the MB does not disconnect the panel. I can't see a direct NEC issue here except that this must violate the listing of the panel.
Thoughts?

I can't see a violation but I agree with the concern.
Two obvious possible solutions would be labels or removing the 200 amp breaker

I had the same thought, just remove the MB as that seems safe and logical. But somehow this still seems a violation of the listing?
