Still another AFCI question

I've somewhat resolved myself to AFCI breakers to install.
At the supply house. A gent was stating that afci's
Didn't have to go in unless there was square footage being added to the building

So trying to save (or not spend) a few bucks I've been trying to get an answer
The inspector is not returning calls.
The same guys in the supply house today and said
He made a call to the powers that be.(his quote was you couldn't get higher )

The ruling was new circs AFCI. Adding on to existing no AFCI.
I know the good book mentions and modifications to existing circs
But has Anyone experienced issues with no AFCI on existing.

Yeah, got a feeling that's the way it is......just having some wishful thinking...........

New service, no change to existing wiring other then splicing required for new panel, no AFCI. Changes to branch circuit where AFCI is now required gets an AFCI. Levitons device style AFCIs will help.

Small detail in that I live here, and you there.
I believe this is correct but I would contact the Code Assistance Unit at the DCA just to make sure. This may fall under the NJ Rehab Code and you may not have to comply with this but I could be mistaken. There was a point in time when changing the footprint or raising the elevation of a house would require AFCI's for that portion. I don't remember if NJ has adopted that portion of the NEC that requires AFCI's when altering a branch circuit.
