Is there anything in code says the Circuit breaker type transfer switches are not acceptable in hospitals?
If yes, it means we can not use the ATSs as a disconnecting means. Please advise.

700.5 Transfer Equipment.
(A) General.
Transfer equipment, including automatic transfer
switches, shall be automatic, identified for emergency use,
and approved by the authority having jurisdiction. Transfer
equipment shall be designed and installed to prevent the inadvertent
interconnection of normal and emergency sources of
supply in any operation of the transfer equipment. Transfer
equipment and electric power production systems installed to
permit operation in parallel with the normal source shall meet
the requirements of Article 705.

(C) Automatic Transfer Switches.
Automatic transfer
switches shall be electrically operated and mechanically
held. Automatic transfer switches, rated 600 VAC and
below, shall be listed for emergency system use.

Is it listed for emg. systems?

Does the ATS have to have over current protection?
Yes, where i use as a disconnecting mean.
Are you referring to an instantaneous only or thermal magnetic trip unit unit?
I'm referring to thermal magnetic trip.

I would consider an Eaton Electrical (Cutler Hammer) Breaker type ATS. You can specifiy a TM trip for both N and E breakers to begin with as well as SE rated. There are also many bells and wistles you can add.

Thanks! I'm going to have to fire up my desk top an look at the video.
That brings back plenty of memories. I go back to 1982 with the Westinghouse ATSs and sold plenty of them over the years. I've even rewired the control wiring of ATS consisting of SPB power breakers because the OEM wanted the normal to be the emergency and emergency to be normal. That was fun. The job was for the phone company and then I had to go to the job sight to change out the trip units because they had changed their mind on those.
