is it already built? if not it will be a lot less expensive to just have it built already listed.

You should make sure if he is asking for what is called an "NRTL", Nationally Recognized Testing Lab. The list of officially acceptable NRTLs is maintained by OSHA. If he wants that, and you chose one that isn't on the list, you could waste your money.
