It's more theory than code wording but, the applicable code section would be 250.64(E) which would mean you would have to bond each end of the mineralac strap to the GEC.

Sure it's a raceway, it's just a short one.

As I said, trying to prevent the choke effect of a ferrous metallic ring around a GEC is more of a theory rule than direct code wording.

Just my 2 cents, a 1" piece of metal encircling the GEC and having any real detrimental effect is absurd.

I agree, but also feel the same way about something like a chase or close nipple encircling the GEC. I can almost guarantee most inspectors will ignore any possible choke effect of a strap but will reject a chase or close nipple if it isn't bonded on both ends, and some will even act like it may be the worst thing they have ever seen:roll:
