Mineralac used on pvc with GLC in it what code section ( 2008) ?

It's more theory than code wording but, the applicable code section would be 250.64(E) which would mean you would have to bond each end of the mineralac strap to the GEC. ;)

250.64(E) mentions raceways and enclosures I don't see this strap as being either.
Sure it's a raceway, it's just a short one.:D

As I said, trying to prevent the choke effect of a ferrous metallic ring around a GEC is more of a theory rule than direct code wording.

Just my 2 cents, a 1" piece of metal encircling the GEC and having any real detrimental effect is absurd.
I agree, but also feel the same way about something like a chase or close nipple encircling the GEC. I can almost guarantee most inspectors will ignore any possible choke effect of a strap but will reject a chase or close nipple if it isn't bonded on both ends, and some will even act like it may be the worst thing they have ever seen:roll:
