I've seen the exact same thing. Except 3-phase 480. In Smurf tube. Laying on a grid ceiling. With ends glued on with PVC glue. And the ends not connected to the J-box. Which had no cover. Or wire nuts.
Customer wondered what the extra charge was for to change it out. Shrug.

My second choice would be that it came in that length and they could not figure out how to cut it. :happyyes:
